It was on my KSS80 too and I just removed it. No mention of it in the owners manual.

Thanks for the replies! I thought that might be the case. I typically use a 36mm hose with my TS and the velcro keeps the hose from fitting properly. I just wanted to make sure there wasn't some cool hidden feature I was missing before I took this one off too.
