Considering importing from Tobias in Germany. Looked up found Duty Calculator and if correct. DIY Woodworking or craft tools are duty free if shipping pre paid. Tobias and I agree to use PayPal including shipping.
So from my analysis. No additional cost other than declared value state sales tax as required. Might be shipper handling fee on top of actual shipping cost for heavy box. Nothing out of the ordinary.
Any care to share their experiences?

I have never had a duty charge into the US for tools.
Into Australia there is no duty on used good nor for damaged goods. One would not be wise to provoke the system, but it is worth keeping in mind.
I was coming in with a computer once and declared it. The customs fellow said "It is used isn't it?". I said, "no it is brand new". Then he said, "It's damaged right?" I said, "No I don't think so". Then he said, "We don't charge duty on damaged goods, are you sure it is not damaged?" I said, "Gee - I think you're right... I does look like it could be damaged now that I look closely".

UPS charged me what I would call a palrocessing fee of $12 for my order from Tobias. No duty or other fee.

Wow, $12 from UPS? Was there a miracle (or a really hefty lawsuit) that happened recently? I paid $40 for a $300 item importing from Canada through UPS. The scheme/scam is they not only charge you the import duties (even if it's zero), but they charge you for the privilege to use their customs clearing house in the form of a brokerage fee. There's no way around this on a UPS shipped item, except intercepting the package at the port of entry (so driving to Buffalo, NY for me for packages from Eastern Canada) and ferrying it through US Customs myself. USPS, no such issue. The only way I will ever import through UPS again is if the import duties are prepaid (which Amazon will do for you). Everything else, I'll insist on regular postal service. I'be had four deliveries from Tobias - two 'accessory' orders were shipped and delivered by UPS. Two 'power tool' orders were shipped by DHL(German post) but handed over to, and delivered by, our local post (Australia Post). Not sure why the different companies - either size of package or cost of items, I guess?

... Not sure how Tobias ships, but insist that it's through Deutsche Post. To Australia whatever Tobias does, it is right as there are no charges.  The only issue here is that AusPost (aka USPS-Au) often does't ring the doorbell and just drop a card in the box so I have to go to the post office to pick it up.

Imports into the US from a foreign country will only have a brokerage fee charged if the shipper is a private carrier like DHL, UPS, or Fed Ex, etc. There will be zero brokerage fees if the goods are shipped by international postal service whether it be registered postal air mail, intrnational air mail, etc...
